Attorney Keogh is a graduate of Yale College and Columbia Law School. He practices in the area of elder law, trusts and estates, long term care and special needs planning, incapacity and probate litigation, and is a frequent speaker to the bar and the general public on these topics.

Attorney Keogh is a Fellow of the American Bar Foundation, a member of the Board of Directors of the Connecticut Chapter of the National Academy of Elder Law Attorneys and the Executive Committee of the Elder Law Section of the Connecticut Bar Association, and is a former Co-Chair of the Elder Law Section of the Fairfield County Bar Association. In 2012, he became the first recipient of the Glenn E. Knierim Pro Bono Award, given by the Connecticut Probate Assembly.

​He is a member of the Community Bioethics Forum, under the auspices of the Yale Medical School Program for Biomedical Ethics, and is a member as well as the Adult Ethics Committee and Pediatric Ethics Committee of Yale-New Haven Hospital.
