Hal received his Bachelor of Arts from the University of Saskatchewan in 1976, and graduated with a Bachelor of Laws degree from the University of Saskatchewan in 1979. He was called to the Bar in Saskatchewan in 1980.

He joined the law firm of Rendek McCrank as a partner in 1999. Hal is the senior partner in charge of the firm’s appointment as Agent for the Attorney General of Canada. As such, Hal is responsible for overseeing prosecutions in narcotics, fisheries and tobacco as well as other areas of federal jurisdiction. Hal also practices general criminal litigation, matrimonial and civil litigation together with real estate and wills and estates. Hal also has previous experience in the corporate/commercial field.

Hal is currently on board of World Junior Hockey Legacy Fund. He is a past President of Regina Minor Girls Softball, Queen City Minor Hockey, Fighting Saints Softball Association, Director of Regina Ice Commission, a hockey coach from 1980 – 1986 and 1995 – 2003, a Ringette coach from 1993 – 1995, and a softball coach from 1980 – 2001.
