Craig Dingwall is the founder and Managing Member of  Dingwall Law Group, PLLC. He has over 30 years of experience successfully representing communications, media, information technology, and broadcast companies before federal and state regulators on various matters, including market entry, mergers, regulatory compliance, competition policy, and litigation.

Before forming Dingwall Law Group, PLLC, in 2015, Craig was Of Counsel with the Technology Law Group LLC. He represented agents and master agents, telecommunications, VoIP, conference call, and prepaid service providers on regulatory, contract, and licensing, corporate, and litigation matters. Craig was also a Partner at Parks, Dingwall and Associates, representing clients on regulatory compliance, contracts, real property, employment, estate planning, corporate transactions, litigation, and other matters. He also was Of Counsel to Mintz, Levin, Cohn, Ferris, Glovsky, and Popeo, PC in Washington, DC. where he represented telecommunications service providers, cable companies, Internet protocol-enabled service providers, prepaid calling card providers, resellers, energy companies, and other clients before the FCC and state regulators on universal service, carrier access charges, interconnection, reciprocal compensation, market-entry, transactions, mergers and acquisitions, regulatory compliance and other issues. Craig has published numerous articles and presented on telecommunications contracts, master/agent issues, regulatory compliance, and other matters.

From 1982 to 2006, Craig worked for Sprint, where he most recently was Sprint’s Director of State Regulatory Affairs, and he was responsible for Sprint’s regulatory compliance in over 16 states. He represented Sprint in the WorldCom/Sprint, SBC/Ameritech, GTE/Bell Atlantic mergers, and the Sprint/Deutsche Telekom/France Telecom Global Partnership Sprint/Telmex, and Sprint/Cable joint ventures. He also worked on interconnection, antitrust, trademark, copyright, patent, bankruptcy, credit, real property, litigation, and contract issues.

Craig received his B.A. from San Diego State University, graduating Phi Beta Kappa and Phi Kappa Phi with high honors and academic distinction. He received his M.B.A. and J.D. from the University of San Diego, serving as Comments Editor for the San Diego Law Review. While in law school, Craig served as a law clerk at the U.S. Attorney’s office and for Justice Howard B. Wiener at the California Court of Appeal in San Diego. In May 2022, Craig was awarded an LL.M. in Taxation and a Book Award in State and Local Taxation from the University of Florida’s Levin College of Law.

Craig is a member of the Florida, California, and District of Columbia Bar Associations (WV & VA inactive). He is authorized to appear before the U.S. Supreme Court and state courts in Florida, California, and the District of Columbia.
