Raised in a military family, Skip came to Colorado Springs in 1962. He graduated from Mitchell High School and then from the United States Air Force Academy as a Distinguished Graduate. After earning a Masters degree from the Fletcher School of Law and Diplomacy (Harvard and Tufts Universities), he served as an intelligence officer in Southeast Asia during the closing days of the Vietnam War. Selected as among 25 officers awarded full scholarships to law school, he attended the University of Texas School of Law, graduating with high honors- ranked third in a class of over 400 students. He was selected to the prestigious Chancellors Legal Order, Order of the Coif, and was on Law Review.

Skip spent the remainder of his 30-year USAF career as a judge advocate, where he became one of the Air Force’s premier litigators as one of 16 select attorneys authorized by the Department of Justice to represent the Air Force in federal court. He spent four years in Legislative Liaison, four years in Special Operations, and two years on the bench of the Air Force’s highest court, the Air Force Court of Criminal Appeals, and two years as General Counsel for Office of Special Investigations (OSI). While on the Court he was acknowledged as the most productive judge in the Court’s history, authoring over 200 opinions in just two years, 18 of which were selected for publication. Skip concluded his military career as Head of the Department of Law, Dean of Faculty, at the Air Force Academy. Following retirement in July 2002, Skip has engaged in the solo practice of law, specializing in:

Skip is admitted to the state bars and Supreme Courts of Colorado, Wyoming, and Texas and to practice before the U.S. District Court for the District of Colorado, the U.S. District Court for the District of Wyoming, the 10th U.S. Circuit Court of Appeals, the U.S. Court of Federal Claims, the Court of Appeals for the Federal Circuit, and the United States Supreme Court. He is a member and former chairman of the El Paso County Probate Bar.

Faith, family, country and service are the cornerstones of Skip’s belief system and the lodestar of his practice. He is married to the former Jane Boyer of Indianapolis, Indiana, a retired Navy captain, and has five children–four boys and one fabulous daughter who is a medical doctor–plus eight grandchildren. Service is a Morgan family tradition, now in the third generation of Morgan’s in uniform. The oldest son is with the Colorado Army National Guard and an Iraq War and Afghanistan veteran, another son is a USAFA 2005 graduate, also an Afghanistan vet, and active duty Major and a third son who is currently at USAFA.
